Thank you for contacting me regarding H.R. 2669, the Pet Animal Welfare Statute of 2005 (PAWS) as introduced by Representative Jim Gerlach of Pennsylvania. I appreciate learning of your concerns and having the opportunity to respond.

As you may know, the PAWS Act would revise the definition of animal dealer to include a person who sells more than 25 dogs or cats or over six litters. This legislation was referred to the House Agriculture Subcommittee on Livestock and Horticulture on June 7, 2005. I believe animals should be treated in a kind and humane manner. I understand that large scale breeding in inhumane conditions can be cruel to animals and unsanitary for the general public. Rest assured, I share your concerns and will follow this legislation as it makes its way through the committee process.
